Admittance Condition of Friction Sealing Material Industry
In order to effectively restrict the blindness investment and low level redundant construction in friction sealing material industry, to standardize the market competition order, to promote the upgrading of an industrial structure, the association puts forward the following admittance condition of friction sealing material industry according to national related laws、regulations and industrial policies, besides according to the principles of adjusting the structure、transformation and upgrading、energy conservation、environment protection and safe production.
1. Manufacturing Enterprise Layout and Scale of Production Ability
(1) The new friction sealing material enterprises’ site selection must fit overall plan of land utilization、the plan of cities and towns、the plan of industrial layout. At the scenic spot、ecological preservation area、nature & cultural heritage preservation area 、the drinking water source preservation area and the industrial enterprises forbidden area that the State Council、national related department and province (municipality、municipality cities) government regulate, the friction sealing material enterprises are forbade building. The friction sealing material enterprises are forbade building in the city built-up area and city non-industry planning area.
The friction sealing material enterprises that have put into production at the above mentioned areas must gradually quit by means of moving and changing the production according to this area’s plan.
(2) The new friction sealing material enterprises must produce non-asbestos products, and make the production ability reach:
The new friction material enterprises that produce brake pads: product specifications are over 500 kinds, the production ability reaches more than 2 million sets/year
The new friction material enterprises that produce brake drums: the production ability reaches more than 3000 tons /year
The new friction material enterprises that produce clutch facing: the production ability reaches more than 5 million pads/year
The new sealing material enterprises that produce base plate products: the production ability reaches more than 1000 tons /year
The new sealing material enterprises that produce packing: the production ability reaches more than 500 tons /year
The new sealing material enterprises that produce gasket: the production value reaches more than 10 million Yuan /year
2. Craft and Equipment
(1) The new friction material enterprises must have three-dimensional layout automatic feeding system, can make every process adopt high efficiency operation of mechanization、serialization and automatic moving from cold mould production、the handling of back plates or iron shoes、product mould pressing、heat treatment、grinding、signing、package to the overall production process.
(2) The new friction material enterprises must have the whole set test equipments and devices that nation standardizes test means.
(3) The new sealing material enterprises that adopt roll-in craft must have three-dimensional layout automatic feeding system, the production main machine must be the machine that individually drives with double rollers, the paper board can instantly measure the thickness and automatically display. They must nave solvent recovery system, the recovery rate reaches more than 70%
(4) The new sealing material enterprises that adopt panel beater process must have three-dimensional layout automatic feeding system、the perfect pulping & slurry controlling system and circulating water system.
(5) The new spiral wound gasket enterprises must have the automatic winding machine and spot-wilder machine
3. Energy Consumption
(1) The unity production energy consumption of the enterprises that produce brake pads≤…Kilowatt-hour/ Ton
(2) The unity production energy consumption of the enterprises that produce brake drums ≤…Kilowatt-hour/ Ton
(3) The unity production energy consumption of the enterprises that produce clutch facing ≤…Kilowatt-hour/ Ton

4. Environment Protection
(1) The atmospheric impurity emission must reach《The standard of atmospheric impurity comprehensive emission》(GB16297-1996)、the sewage emission must reach《The standard of the sewage emission comprehensive emission》(GB8978-1996) and the other related environment standards at the location.
(2) The corner scrap material and waste residue that generate from producing try-type friction material and roll-in sealing gasket must be smashed and then be recovered.
(3) During roll-in sealing gasket process, if the machine equipments and the operating post with the solvent volatilization exit, the negative pressure convulsions must be installed, this equipment delivers the pumping air back to solvent recovery system, and separates the collected solvent to apply to the production.
(4) The waste water during paper-base friction material and sealing gasket process with panel beater process must be delivered to the sediment pool, be put on production and recycled after the filter and clearance, the recovery rate of the panel beater slurry sediment should reach more than 90%.
(5) The friction sealing material enterprises that are newly built、rebuilt and expanded must insist on the principle of “3 contemporary policies” during the production line construction and environmental protection construction.
5. Supervision and Management
(1) The friction sealing material enterprises that are newly built、rebuilt and expanded must accord with the admittance conditions above mentioned. The investment management、land supply、environmental evaluation and credit financing of the friction sealing material production& construction project. The environmental effect evaluation must be examined and approved by environmental protection administrative directors of provincial government and above.
(2) The friction sealing material enterprises that are newly built、rebuilt and expanded must be supervised and managed by the investment、land、environment、quality inspection government departments and unite inspection groups component from the professionals according to the admittance conditions before the production line is constructed and put into the operation. If the enterprises miss the admittance condition by the inspection, the investment department should order them to accomplish the construction in line with admittance condition at the definite time. The current friction sealing material enterprises must take 2years to reach the admittance condition of environmental protection、energy consumption and production ability scale by means of technology transformation.
(3) The related departments of friction sealing material industry should enhance the supervision and inspection to the execution of friction sealing material industry admittance condition. China Friction Sealing Material Association、other related associations、the related technology &authentication &inspection institution must publish national industry policies, strengthen industry disciplines, pay attention to integrity system construction, assist the government departments to complete the supervision and management work.
(4) Aiming to friction sealing material production projects that are newly built、rebuilt and expanded and are not line with admittance condition, the environmental department can’t deal with the approval process, the investment department can’t offer the investment aid, the power supply department stops the power supply. The local people’s government and the related departments decide to cancel or order them to close, the industrial and commercial administration management department order them to deal with the change or cancellation of registration.
6. Supplementary Articles
(1) This admittance condition is suitable for all kinds of friction sealing material industries within the People’s Republic of China(except for Taiwan、Hong Kong、Macao)
(2) If the national and industrial standards mentioned in this admittance condition have the modifications, please execute the new standards
(3) This admittance condition will start to put into effect from ……, Ministry of Industry and Information Technology is responsible for the explaination, and modified according to the industrial development condition and macro-control demands.
