Principles
During the efforts of the
Eleventh Five-Year Plan, friction sealing material industry
gets huge progress. The step of the internationalization further accelerates,
the achievements of new technology research、new product development、new material
application、new instrument updating and new process creation are brilliant. The
total scale and economic benefit outstandingly increases in this industry, the
gross output value of friction sealing material industry adds from 5.67 billions
Yuan of Eleventh Five-Year Plan early days up to almost 10 billions Yuan,
product export delivery value has doubled.
The Twelfth Five-Year Plan period is still the important development
opportunity period, this situation also suits friction sealing material
industry. In order to guide the industry to march on the healthy、stable and
continuous development direction, it’s necessary to establish Twelfth Five-Year
Development Plan Outline.
Guiding Principle: deeply practicing scientific development
perspective; totally commit the new development requirements of Party’s
Seventeenth Congress and Fifth Plenary Session of 17th Central
Committee; insisting on pushing forward the advance of science and technology;
enhancing self-dependent ability; speeding up the industry transformation and
updating; trying hard to transform the development ways; constantly promoting
overall level.
Development Goals: in the end of Twelfth Five-Year Development Plan,
the industry’s overall power outstandingly increases; the standard system
further completes; a branch of enterprises that have large scale、strong power
and proprietary intellectual property rights occupy the important market
position and have the strong international competitive power; the level of
domestic friction sealing material production and testing equipments
outstandingly increase; credit system basically establishes; the industry
realizes the stable、continuous and healthy development condition.
Chapter Two Friction Material
1、Abroad General Situation
1.1 The industry structure is reasonable, the capacity concentration ratio
is high, the trans-national and trans-regional management further develops, the
product manufacturing is transformed into the developing countries and regions
that have the cheap labor force, especially into China market. Most main machine
assorting concentrates on few components groups.
1.2 The large scale of non-asbestos and low-metal environment friendly
friction material (NAO friction material) pushes forward the market; the
costumers more and more focus on the braking noise, the braking noise has become
one key factor of distinguishing vehicle brake performance,
many friction material factories and braking system
manufacture enterprises begin to unite to research and develop low-noise braking
system, and get some breakthrough on the engineering and technology; by
adjusting the product decrement in order to lower the noise is the important
means of many friction material factories’ quality control.
1.3 Some countries have legislated aiming at limiting the harmful
heavy-metal component and the copper content in the friction material in Europe
and America. In the predictable future, the content of heavy-metal component in
the friction material will be the barrier of exporting to Europe and
America.
1.4 The control and accuracy of the production equipment automation is
high, part process realizes the serialization production; the production
efficiency is very high; original material manufacturers have the large scale,
their products have the stable quality, they can take the fine finishing and new
development according to the costumers’ needs.
1.5 Large-scale friction material enterprises own abundant scientific
research strength and the advanced research &testing equipments, the funding
amount of scientific research development takes up to 3%-5% of the sales, some
of them are even higher. They deeply research the appearance、microstructure and
performance of the friction material, in the meanwhile highly pay attention to
the overall matching research about the friction material、dual parts and the
braking system.
1.6 They regard the product quality standard and test method standard as
the daily work, also continuously research. The international colleagues in this
industry effectively coordinate and unify the various test methods in Europe and
America, the standard globalization is gradually mature.
2. Domestic General Situation
2.1 Basic Situation
At present, there are more than 470 friction material manufacturing
enterprises in our country, the friction material used for automobiles takes up
to 80% of the gross. With the rapid development of our country’s national
economy, automobiles、motorcycles、machinery、railways、petroleum、chemical
industry、ships、aviation、mine、metallurgy and many other industries put forward
the higher demands towards the friction material industry. The railway transport
continuously increases the speed; urban railway system abundantly develops; the
output and inventory of the automobiles rapidly increase; the society is more
and more stricter with the environment demands, these conditions powerfully push
the development of the friction material industry.
2.2 Progress of the industry
With the rapid development of our country’s national economy, since
these years the automobile industry rapidly increases, the abroad market demands
abundantly increase, the friction material industry also gets the rapid
development, overall production technology level has the large promotion, part
leading enterprises have reached the international advanced level.
Within the last five years, annual average increment speed of industry’s
production value and output exceeds 20%. Raw material、production equipment、test
equipment、formula system、new production process、standard system have new
progress. The large-scale enterprises generally set up the quality control
system, and passed ISO9000 or ISO16949 certification.
The friction material with environmental protection、low metal、low
adhesive and the raw material that adopts the second adhesive and porosity
structure becomes the characteristic of new generation products, the performance
is highly promoted, under the extreme working condition the material still has
the stable friction performance, the driving comfortableness is good, the
braking noise is low, wear-resisting performance is excellent, the braking
antithesis wear is low.
2.3 Issues & gap
2.3.1 The low level redundant construction is severe, the industrial
pattern is not reasonable. The amount of small-scale enterprises is high.
2.3.2 The domestic enterprises don’t fully understand the standard of the
abroad main engine plants’ product, we can’t successfully enter into the
international assembly market because we lack of competition; the ability of
product synchronization development is weak; the industry equipment level is
low; the product quality level is not stable; the enterprise management level is
not high.
2.3.3 The product independent research ability is weak, the input for
scientific research is low, the creative ability is not strong. Almost factories
focus on the expansion of the production capacity, the input for new product
research and the technology talents’ education is not enough, the high level
research means and development ability are deficient. The level of formula and
production is low; the research means is backward; the level of domestic raw
material industry fell behind; the production equipment development ability is
not enough; the production quality is not stable.
2.3.4 The cost issue in the friction material industry is on the rise, the
price of raw material continuously rises, man power cost has the fast
ascensional range, besides the labor force is deficient. The shrinkage of
enterprise profit space restricts the input of technology transformation.
2.3.5 The standard system and the relevant research is backward, the
current national standard is not complete, it’s hard to overall reflect the
products’ main performance, and to joint with the international standard.
2.3.6 The management order needs to be improved. Protecting intellectual
property and avoiding the price fighting is necessary.
3. The Goal of Twelfth Five-Year Development Plan
3.1 Output and Production Value
During Twelfth Five-Year Development Plan, annual average growth rate of
friction material product output realizes 15%, at the end of Twelfth Five-Year
Development Plan, the total output of friction material reaches 700000 tons,
total value of output reaches 20 billion Yuan. Export delivery value is 6
billion Yuan.
3.2 The important raw material production realizes the scale, they can
develop the raw material that satisfies the technology demands and has the
stable quality according to the demands of friction material manufacturing
enterprises
3.3 The key production equipment automaticity and the task performance can
generally promote, the technology level of test equipment further improves to
satisfy the need of open up the main matching product in the international
market.
3.5 Technology Trend
3.5.1 Enhance the comprehensive performance of the brake products’ ensure
the products’ stable friction performance in the extreme working conditions, the
driving comfortableness is perfect, the brake noise is low, the wear of brake
antithesis is low. Overall satisfy the various demands of the main assembly and
after-sale market.
3.5.2 Improve the management level of the enterprises, improve the
equipments, perfect the environmental protection level of the production
environment. Reduce the application of low melting point and harmful heavy metal
component in the friction material, enhance the domestic friction material
competitiveness in the international market.
3.5.3 Originate the brand of non-asbestos、low metal、high performance and
having the proprietary intellectual property rights, and will become the leading
products of the friction material industry in the end of the
twelfth-year plan.
3.5.4 Adapt to the demands of trains peed acceleration, speed up the high
performance brake pads’ research used in train, will realize the localization of
the brake material used in the rapid trains, meanwhile enhance to open up the
export market of trains brake material.
3.5.5 Speed up the friction material used in car speed changing box (AT
box、DCT box、CVT box), establish the foundation of realizing localization.
4. Measures and Suggestions
The friction material is the key part and safety part of the transportation
vehicles and all kinds of machines. The friction material industry enters into
the development opportunity period of the friction material with the continuous
and rapid growth of national economy besides the higher international economy
status, in order to realize the goal of friction material twelfth-year
development plan, we should take measures as below:
(1) Strive for the support the friction material from the national
policy, apply to the government for the import duty free and financial subsidies
of introducing the foreign advanced production and test equipments.
(2) Advice the government departments to strictly manage the issuance and
management systems of
production
licence, strengthen the management examine of applying production licence,
reexamine the enterprises that have taken the licience, completely stop the
production and management without the licience
(3) Improve the admittance level of the industry, restrict the low level
redundant construction from the macro policy
(4) Insist on pushing the technology progress, opening up the
international exchange, extending the cooperation with the domestic and abroad
industrial organizations. Furthest supply the service of technology & market
supply and demand information.
(5) The enterprises cooperate with the colleges and R&D institution,
enhance the foster to the professionals, satisfy the urgent demands to the
professionals in this industry, establish the foundation of fostering many
reserve professionals. Invite the domestic and abroad professors to take the
lectures, hold various seminars、the short-term training class and the
middle-term、long-term training class every year, handle the foster and training
of the technology professionals
(6) Further perfect the national key laboratories of the friction
material industry, enhance the joint of production、study and research, play a
role in the professional commission, joint to open up the technology
breakthrough activities, speed up to accelerate from the research fruits to the
productivity
(7) Further perfect the
national test center of the friction material industry, establish the mutual
identity relationship with the international authority test organizations,
enhance the reputation of national test center, offer the service to open up the
international market of the enterprise
(8) Further perfect standard system, speed up the step of establishing
and revising the national and industrial standards acting on the international
convention, lead the overall level promotion of friction material industry
(9) Encourage to lead a branch of manufacturing enterprises that produce
important and quality stable raw material used in friction, continuously find
and research the application of the new material in the friction products.
(10) Enhance the technology updating and research of production and test
equipments, develop the key production and test equipments that have low energy
consumption、high efficiency、high accuracy、stable performance and easy operation,
almost replace the export
(11) Reference the domestic and abroad advanced management experience,
combine the enterprise reality to formulate the quality management system in the
enterprises, enhance the product quality control, and continuously improve
(12) Attack the impersonation and infringement act, maintain the lawful
rights and interests of the enterprises, promote the industrial competitive to
develop to the direction of ordered and healthy

building the industrial integrity system during the twelfth-year plan and play

1. The function and Status of Sealing Material
1.1 Application
In the industry of chemical industry、petroleum、electric
power、machinery、automobiles、motorcycles、farming equipments、small-size
machine、metallurgy、medicine and food, in order to assure the safe、reliable and
clear operation of the process devices even the entire production line besides
the need of economy and environmental protection ,the sealing material plays the
key guarantee role.
1.2 Classification
The sealing material divides into static sealing material and motive
sealing material. The static sealing material mainly has gasket sealing、direct
touch sealing and glue sealing
1.3 The service scope of the association
The sealing material that the service scope of China Friction Sealing
Material Association involves is mainly composite material product of fiber
reinforcement, or the product that is knitted by the fiber and the yam, such as
various fiber composite rubber plates、latex panel beater sheet、gasket and
packing
2. The domestic general condition
The domestic sealing material market capacity is nearly 5 billion
Dollar/Year, the annual growth rate is 5%. The advanced countries one by one
restricted the application of
asbestos
sealing material since 1980, at present, Europe、Nor America、Japan and Korea
have forbidden the production of
asbestos material. Therefore the manufacturers all transform
the research and production of substitute asbestos sealing material
In the gasket field, the gasket base on metal material、non-metal
material、high polymer material and composite material completely replace the
asbestos material. Besides, because of the implement of environment protection
laws, more and more European and American countries demand that the import
product component must pass the injunction of restricting to use poisonous
chemicals such as REACH, RoHS, PAHS, DMF. The trend that the advanced countries
transfer the environmental harm production to the advancing countries is
obvious, the products develop to the direction of high parameter and high
reliability
In the field of packing and molding padding, the high performance
fiber、filler and lubricant have replaced the traditional asbestos fiber and
animal fat, and created the product line in the parameter of rub resistance、low
loss、thermostability、high pressure resistance and corrosion resistance. Because
the filler sealing will consume some power, par market share gradually gives
place to the non-touch sealing. However the filler sealing plays an important
role in ping=pong axle、valve、the shaft seal with particle medium、major diameter
motion and the sealing of static equipment
3. The domestic industrial general condition
3.1 Basic information and capacity scale
The survey shows that the large-scale enterprises that produce sealing base
plate、gasket and packing are 100 by 2010, most of all are privately-owned
limited liability companies, few of them are Chinese-foreign joint venture and
foreign-owned enterprises. Industrial annual total output is 70000 tons, total
industrial output value is 1.7 billion Yuan, the export value is 0.5 billion
Yuan.
3.2 Product Structure
3.2.1
At present, the manufacturing process of our country’s sealing base plate
products divide into roll-in and panel beater. The survey shows that the
products with roll-in take up to 80% of the gross, the products with panel
beater take up to 80% of the gross, non-asbestos products that adapt to main
engine mating and the international market demands take up to 30% of the
gross
3.2.2
The flexible graphite base plates depending on our excellent graphite
resource have develop from the primary phase to the mature phase, various
composite graphite base plates come out one after another, the technology and
product level have reached the international advanced level, this new material
show the great market energy
3.2.3
In the packing (soft braided filler) products, the output and sales volume
of the asbestos packing are gradually falling down, rubber asbestos packing
nearly exit market, the market share of oil immersion asbestos packing reduce to
30%. The output and sales volume of the new composite asbestos packing that have
the high performance rise to 50%
3.3 Technology Level
The production process of gasket sealing material didn’t have the great
breakthrough, the process of roll-in gasket and panel beater gasket almost keep
the traditional technology model, the technology of non-asbestos roll0in gasket
haven’t popularize yet, he technology of panel beater haven’t reached the
international advanced level yet. The packing production technology in the
equipments and process has the large advance
3.4 Equipment Level
The production equipments of gasket sealing material fall behind, the
distribution system of the raw material、mixing material equipments、automation
technology、process observe& control means have the big gap with the
international advanced equipments. The enterprises that research and adopt the
large fourdrinier wire equipments to continuously produce coiled material have
begun the seed. Although we need more efforts in the technology, this is
definitely a huge advance from the point of catching up with the world
level
3.5 Standard System
The standard and test means of foreign sealing material products have been
mature and complete. However the domestic condition is not complete, although we
recently formulated and revised many standards, we still have the gap distanced
the reality
3.6 The extension of the international market
The sealing material industry belongs to the small-large industry, during
the eleventh-year plan although we have the high acceleration time, low economy
base number can’t explain more problems. At present, the important issues of
restricting the international market extension are the low input for the
technology research and product development, the basic research can’t catch up
with the need of the reality application, most enterprises haven’t built the
complete research conditions
4 The development goals of the twelfth-year plan
4.1 In the end of
the
twelfth-year plan, the total output of sealing material reaches 100000 tons,
the total output value reaches 3 billion Yuan, the export delivery value reaches
1 billion Yuan
4.2 The product development direction
We response the appealing of energy conservation and low carbon economy,
research、develop、spread and apply the sealing material and production process of
energy conservation、low carbon and non-increasing environmental pollution

environment of high temperature、high pressure and high corrosion and the durable
sealing material,

develop sealing material that can damping、low the noise and insulation,
research and develop the high performance braided filler with low friction wear
and low loss, in order to satisfy the harsh working condition and high parameter
demands in the market
Speed up the development of new material that replaces asbestos fiber,
strengthen the research of the non-asbestos sealing material production process
and equipment technology and the structure of sealing parts, realize the
non-asbestos rate up to 60% in the end of the twelfth-year plan
4.3 Standardization Work
Build the complete sealing material standard system. Prior formulate the
non-asbestos base plates sealing material product standard and the corresponding
test means standard
4.4 Equipment development
Research and develop the new machine, realize adopting the modern
technology means during the production process, survey and control product
thickness and homogeneity degree. Solve and control the working temperature of
roller face、the roller speed ratio、the interval between the two
rollers、pressure& material input、panel monolayer thickness and other
equipment structure and technology operation technology issues. Research and
develop mew mixing material machine, solve the problems of fiber opening and
mixing material balance
4.5 Complete the test means of national test organization, improve the
monitoring level of industrial product quality
4.6 Create 1-2 technology center that nation maintains enterprises and 2-3
post-doctor work stations, build 1-2 province level engineering centers.
4.7 Enhance the power of protecting intellectual property, preserve the
laefu rights of the law-abiding operators, create the great management
environment

Sealing material is the important safety parts in the process equipment, is
the important circle of energy conservation、emission reduction and environment
implement, because of the important status in the national economy construction,
